NACCL Policy Forums
A structured way for members to shape coordinated positions on legislative, regulatory, and policy issues affecting the Continuum of Care system.
Purpose
Policy Forums serve as a structured mechanism for engaging NACCL members in the development of coordinated positions on legislative, regulatory, and policy issues affecting the Continuum of Care system. Each forum operates within a common framework designed to ensure consistent, timely input on emerging policy questions and to build a unified NACCL voice in public policy discussions.
Framework
Policy Forums operate across focus areas identified by NACCL member interest and policy relevance. The number of active forums reflects emerging need rather than a fixed roster — new forums can form as issues arise and members step forward to lead them.
Initial Policy Forums
Legislative Agenda Development
Developing a legislative agenda to support the CoC as a community structure.
Interim Rule Review
Reviewing and developing NACCL feedback on the Interim Rule.
National Sign-On & Endorsement Coordination
Evaluating and coordinating NACCL's response to requests from other national groups.
While each forum focuses on its designated topic, all forums operate under a shared structure to ensure alignment across NACCL and enable coordination with related efforts, including NACCL's advocacy work.
Core functions
Each Policy Forum is responsible for:
- Policy monitoring & analysis — tracking relevant legislative, regulatory, and funding developments affecting the CoC system and summarizing implications for NACCL members.
- Legislative agenda development — drafting and refining policy priorities and positions to support the CoC as a community structure.
- Sign-on & endorsement review — evaluating requests from other national organizations to endorse or sign on to statements, letters, or campaigns, and recommending a NACCL response.
- Coordination — working alongside NACCL's advocacy efforts to ensure policy positions and public messaging are aligned.
- Recommendations and feedback — bringing proposed positions and recommendations to NACCL leadership for review and adoption before they are communicated externally.
Membership and forum leadership
Policy Forums are open to NACCL members who want to contribute to policy development or stay closely informed on a given issue. Membership is open, and no formal application is required to participate at this time.
Chairs or co-chairs are identified from NACCL members willing to lead each forum. Leadership is reviewed periodically to ensure forums remain active and aligned with member interest and current policy priorities.
