We have work to do together
A stronger profession. A trusted peer community. A national voice. The Annual National Convening brings the full membership together around those three purposes — and puts them to work.
This is a working convening. The morning starts with current events and their impact on local systems, turns those into focused problem statements, and seats NACCL's inaugural Board of Directors. In the afternoon, every member joins one of six work sessions to begin a practical resource, project outline, or issue brief — with first-90-day steps and volunteers to carry it forward. Together, members will identify up to three priorities for 2027 and a foundation for 2028.
Registration is $100. Optional check-in and coffee begin at 8:30 a.m., lunch is provided from noon to 1:00 p.m., and the program ends at 3:00 p.m. Who should attend: NACCL member CoC executives, senior leaders, and designated organizational representatives — 100+ participants anticipated. You do not need a board seat to help lead this work.

Welcome: why NACCL, why now
Connect the three purposes to the work ahead, and the ways members can lead — through the board, National Practice Councils, Policy Forums, and shared projects.

9:20–10:15 a.m.
The moment we are in
A brief factual overview and table discussions on current developments, local impacts, and the shared needs that call for common practice, peer support, policy analysis, or collective representation.

10:30–11:15 a.m.
Define the work
Turn the morning's themes into focused problem statements for the afternoon work sessions, and connect them to NACCL's first-year priorities.

11:15 a.m.–12:00 p.m.
Seating the Board of Directors
Complete the board-seating process under NACCL's adopted bylaws and introduce the inaugural board. Formal voting is reserved for eligible voting representatives.

Lunch & connection
Lunch provided. A full hour for conversation and a genuine pause — no speakers, presentations, or facilitated work.

Member work sessions
Six concurrent sessions. Take one theme from the morning and begin a draft resource, project outline, or issue brief.

From work products to our first-year direction
Brief reports from each session. Identify up to three priorities for 2027, opportunities to combine efforts, and work to sequence for 2028.

Closing
Next steps, volunteer participation, and how members will receive work products and progress updates. Adjourn at 3:00 p.m.
Choose your work session
All six sessions run concurrently from 1:00 to 2:00 p.m. Select one and stay with it for the hour. Each group takes one theme from the morning, begins a useful work product, and identifies first-90-day steps, volunteer contributors, resources needed, a progress measure, and a proposed follow-up date.
New CoC lead & staff orientation
National Practice Council. What should new CoC leaders and lead-agency staff know in their first 90 days? Begins a starter orientation outline and a first-90-day learning map.
A shared resource toolkit
National Practice Council. Which templates, sample documents, and practical tools would be most useful? Begins initial toolkit categories and a submission-and-review checklist.
Training & professional development
National Practice Council. What learning do current leaders and staff need most? Begins three training priorities and an outline for one initial learning session.
CoC Interim Rule & federal policy
Policy Forum. For self-identified policy wonks, ready to work in the details. Begins an issue brief outline with source references, evidence gaps, and next analysis steps.
Organizing our national voice
Advocacy Gathering. How should NACCL gather local experience and coordinate federal engagement? Begins a member-to-NACCL communication workflow and a factual briefing template.
CFOs & other lead-agency roles
National Practice Council. What support do finance, operations, and other specialized staff need? Begins a pilot peer-group outline, such as a CFO circle.
These are starting work sessions, not a commitment to launch six permanent bodies. Continuing councils, forums, work plans, and resources will follow NACCL's adopted governance, and draft outputs require review before they are issued in NACCL's name.
Registration, hotel & the RTFH conference
Convening registration, hotel reservations, and RTFH conference tickets are three separate arrangements — register separately for each you plan to attend.
1. Register for the convening
$100 on Eventbrite. Hilton San Diego Bayfront, 1 Park Boulevard, San Diego, CA 92101. See Eventbrite for registration terms.
2. Reserve your hotel room
The room block at the Hilton San Diego Bayfront offers a rate of $289 per night, excluding taxes and fees. Stays may begin with check-in on December 7 and extend through check-out on December 12, subject to availability — inventory is especially limited for the night of Friday, December 11. Book online (the booking page is labeled “RTFH Conference 2026” and serves as the shared room block for NACCL attendees), or call 1-800-HILTONS (1-800-445-8667) and mention group code RTFHC.
3. Optional: extend your stay for RTFH
The 5th Annual RTFH Conference on Homelessness runs December 9–10 at the same hotel, and NACCL attendees have access to a $100 registration rate through the NACCL–RTFH registration link. It is optional and requires a separate ticket; booking a room or an RTFH ticket does not register you for the December 8 convening.
Travel approval & preparation
The 9:00 a.m.–3:00 p.m. program includes 4.5 hours of facilitated discussion, governance, and collaborative work, excluding lunch and breaks. Suggested language for your travel request:
I am requesting approval to attend the NACCL Annual National Convening on December 8, 2026, at the Hilton San Diego Bayfront in San Diego, California. The program runs from 9:00 a.m. to 3:00 p.m. Pacific and includes 4.5 hours of facilitated discussion, association governance, and collaborative work. Registration is $100; lunch is provided. Participation will allow me to bring our CoC's experience into a discussion of current developments and local impacts, help establish the association's first-year direction, and contribute to a focused work session.
